An emergency includes any situation requiring immediate assistance from police, fire, or emergency medical services.


When Calling 911

To help emergency responders assist you as quickly as possible, please be prepared to provide:

  • The exact location of the emergency (street address, landmarks, etc.)
  • The phone number you are calling from
  • The nature of the emergency
  • Important details, such as descriptions of individuals, vehicles, fire conditions, injuries, or medical symptoms

Wastewater and garbage services are billed together on a monthly basis.
Bills are due by the last business day of each month.


Important Billing Information

Any balance not paid by the due date will be subject to late fees.
Accounts that remain unpaid may result in service interruption, including:

  • Water disconnection through Water Service Corporation of Kentucky
  • Removal of garbage containers

A reconnection fee will apply to restore services.

Late fees are assessed on all unpaid accounts after the last business day of the month.


Payment Options

We offer several convenient ways to pay:

  • In person or by drop-off at City Hall

When paying online, please enter your Account Number exactly as it appears on your bill (including dashes).

If you do not have your account number, please call (270) 653-6419, and we’ll be happy to assist you.


Auto-Payment & Paperless Billing

To enroll in Credit/Debit Card Auto-Payment or Paperless Billing, you’ll first need to create a utility account through the online payment portal.


ACH Draft (Bank Draft)

The City of Clinton also offers ACH Draft (Automatic Bank Draft) at no charge.

  • Drafts are processed on the last business day of each month
  • No fees to enroll

To sign up, please complete an ACH Authorization Form, available on the Forms page of our website or at City Hall, and return it with a voided check.

Payment Schedule

  • 2% Discount – If paid on or before November 30
  • Face Amount – If paid by December 31
  • 5% Penalty – If paid after December 31 but by January 31

City of Clinton Employers – Quarterly Occupational License Tax

Employers operating within the City of Clinton are required to file Quarterly Occupational License (Payroll) Tax returns.

The City of Clinton imposes a 1% payroll tax on employees working within city limits.

  • Maximum of $400 per employee per year

Filing Due Dates

  • April 30 – Covering January 1 through March 31
  • July 31 – Covering April 1 through June 30
  • October 31 – Covering July 1 through September 30
  • January 31 – Covering October 1 through December 31

City of Clinton – ABC Regulatory Fees

Businesses holding an ABC license are required to submit quarterly regulatory fee reports.


Quarterly Due Dates

  • April 20 – Covering January 1 through March 31
  • July 20 – Covering April 1 through June 30
  • October 20 – Covering July 1 through September 30
  • January 20 – Covering October 1 through December 31

Annual ABC Licenses

City of Clinton Annual ABC Licenses are due upon renewal and completion of your State alcohol license.

To complete your City license:

  • Submit a copy of your current State alcohol license
  • Include the required City license fee

You may mail or email this information to the City of Clinton.

City of Clinton Business Licenses

All businesses operating within the City of Clinton are required to obtain a Business License.


Due Date

Business Licenses are due by May 10 of each year.
